NRPN HELP

I know there's a million threads on NRPM already; I've read most of them and I'm still having issues.

I'm entering in NRPN values correctly into the midi out plugin (as far as I know) and it's still not effecting the external hardware.

Here's how I've implemented it:

Midi Channel = 4, the channel for that device
NRPN = 70, LSB is 0 and MSB is 70. As far as I know, it's LSB*128+MSB, right?
Range = whatever the manufacturer calls for.

Edit: I just remembered that I'm delivering midi to this device through another device (roland TR-8S). The device does support midi through, but I don't know if that would also work with NRPN messages. I have tried connecting directly to the device with the same result, so I don't think it's the midi through.

What am I doing wrong?
