No MIDI on channel effects?

I'm using a Nektar Pacer Midi foot pedal board and trying to map it to parameters in Amplitube 5 (loaded in an effect channel obviously) and I noticed I cant map any MIDI on any plugin loaded as an effect, MIDI only works on channels themselves (vsts's and such). I also tried just setting my presets in Amplitube and starting different instances of it on the same channel strip while mapping the foot switches to enable/disable each instance (the little green light next to an effect slot) but that only turns the effect off I cant turn it back on when i press the foot switch again its not toggle. Any ideas?
