How to create fixed delays @ samplerates

Hello,
This is probably very obvious, but how would you create a delay that was always limited between 5 and 20ms?
I can make it work multiplying the sample rate module, a fixed number, and a knob value, to control the delay time, but the product varies depending on the sample rate.
I can let the user choose the sample rate they wish to work at, but that is kind of clunky.
How would you do it?
