Here on all Windows 10 touch setups I have (Razer Blade, Intel Reference Tablet), and all Windows touch devices we have in the company (a lot) sound is generated on first touch.
Check your device for settings. Is FL Studio set for General Settings > GUI Input > Optimize for > Multi-button mouse?
