Routing sends

I'm unsure if the >sends< level sliders/faders are working as intended.

It seems to only drop to 25/50% volume level at around 1% of >sends< level slider. instead of ruiting my clean instruments >send< to the master and adjusting that send fader, I need to route my clean instrument into a new fx track and adjust that mixer slider instead. Then I'm able to get below that 25/50% target.

Am I complete wrong in the intention of the slider, or is it working improperly? My expectation is that master send slider should work the same as the slider on the mixer rack, but it doesn't. The mixer slider is capable of quiter levels then the send sliders.
