When I have a pattern with nothing in it, all the samples on the channel rack show as normal. After putting MIDI in one samples piano roll, selecting another pattern, and going back to the original pattern causes the channel rack to shrink the other samples.

Never had an issue with this up until Beta 4 iirc, but I have yet to find the way to stop FL from doing this.
