FL finds VST during plugin scan but doesnt' show in plugin database

I downloaded two plugins, illformed dblue tapestop and serato sampler demo trial. When I go to manage plugins and scan for the new plugins, it shows them in the list on the right that FL sees them in the folder. When I try to pull them up in the channel rack, or in the effects tab in the mixer, it does not show up. Plus, I keep receiving an error that says "Cannot create file Control Surface_x64.fst. Access is denied." Why won't FL Studio show these vsts in my vst list after it has found them during the scan?
