volume low on creating direct wave instrument

HI whenever I create a direct wave instrument from a vst the volume is always low. (default settings) Why doesnt it retain the original volume?

Also when using this tool is there technology yet that can sample the samples in 3 section beginning middle and end so that the entire sample dynamics are captured? When pressing a key and holding we should hear the sustain and then when we release we should hear the full original tail.
