FL Studio VSTi/Rewire MIDI Timing Issue

Here's resampled audio from Ableton triggering the Slicex VST (16th notes at 140BPM)

Here's resampled audio from Ableton triggering the FL Studio VST, AFTER I chopped of 13ms at the start of the clip so that it lined up more closely with the grid. You can see that some notes randomly trigger late. It behaved even worse when triggered by Reaper, triggering late when I zoomed, scrolled or opened windows inside Reaper.

Researching this led me to this old thread about MIDI timing issues in Windows XP and FL Studio 7, which seemed to suggest a graphics-related issue.

I'm running an Acer Travelmate P645 (I think)
Windows 10 Pro 1803 (build 17134.228)
Intel Core i7-45100U CPU
8GB RAM
Integrated HD Graphics 4400 (I think; definitely integrated Intel graphics)
