VST3 instruments with Velocity at 1% = Silent notes

I have an issue with FL Studio 20.1.1 and VST3 instruments. If I play a note very softly, or manually set the velocity to 1% in the piano roll, the note is completely silent. This happens regardless of velocity routing inside the VST3 plugin itself. Even if the patch is programmed to not respond to velocity at all, 1% velocity results in silent notes, while notes at 2% velocity play back normally.

-If I use the exact same patch, but use the VST2 version of the instrument instead of VST3, notes with 1% velocity play back normally (notes with 0% velocity are still silent, as you would expect). Also, no matter how softly I hit the keys when playing manually on a MIDI keyboard, the VST2 version produces sound.

-If I play the exact same VST3 instrument with the exact same patch in another DAW, velocity at 1% results in normal playback, and playing very softly an a MIDI keyboard also produces sound.

-Instruments I have tried are U-He Diva and Hive, Arturia Pigments and all of the Arturia V Collection.
