Project Stutters without having reason to. (At simple things such as hihat patterns)

Hey so basically for some reason my project stutters at random times and the cpu usage visualizer at the top jumps to 100, yet my cpu is only at 50% in task manager. I'm not using any huge synth or sampler vsts which is why this is so weird to me. It lags when i'm trying to make a simple hihat pattern or snare roll which should not challenge my cpu to 100%. This doesn't happen in other projects either. I've also tried raising the buffer length to the max and switching the aisos without luck. Now to the best part. Even with all the tracks in the playlist muted the cpu visualizer goes up to 100. I hope someone kows what's going on...
