Midi-data corrupts and scrambles after recording

Midi data corrupts after recording it.
regardless of being a first party plugin (eg: sytrus, FL keys), or third party.
I've reinstalled the latest version of FL several times, restarted my PC, switched midi devices, and attempted again with an older version of FL;
both with version 20.8.3.2304 (latest) and 20.8.1.12177 ( febuary this year).
the bug is illustrated in the attatched video.

I didn't have this problem until my first installation of the latest version of FL, but it may also have been caused by new 3rd party VST plugins. Uninstalls, reinstalls, and switching between different versions (i.e 32 bit or 64 bit) did not solve the problem.
