DW problems reading SFZ files

I have dozens of SFZ files I am trying to open in DW. All were created programmatically, so their form is consistent.

DW will only import something less than half of them. Very strange is that if I take the content of one not imported, and paste it into the end of one that is imported - the resultant file is imported!

In this zip are two files.
Bass Drums.sfz is imported w/o issue.
Crashes.sfz is not imported, but produces no error.

I checked them in a hex editor, see nothing hidden or disparate.
