Overall Dynamics modifier

Heya Peeps.

Just wondering if there is a way to link a single controller to many different instruments and modify their note velocity on the fly?

I know how to change the channel volumes, but would like to be able to have an overall modifier that could be tweaked from an external source rather than changing the dynamics within the piano roll itself.
