Are you sure you didn't select it in an earlier beta?

selecting Help>Help menu caused an error response that Chrome is unresponsive (even though it was already opened). This did not happen when I changed the default browser to Opera. I then unselected the "Use offline help" and made Chrome the default browser once again and it opened without incident.

Does that happen if you re-enable offline help?
