"User Data Folder could not be created"

I've recently downloaded FL Studio 20 on my computer. I also have FL Studio 12. My first problem is that every time that I open FL Studio 20 a message pops up that says:

"One or more required folders in the User data folder could not be created. FL
Studio will not be able to function correctly until this is fixed.

This could happen if the User data folder is not set correctly or Controlled
folder access is turned on in Windows 10"

I've made sure that "Controlled folder access" is turned OFF in my Windows 7 computer. I've tried resetting the "User data folder" to its default location by going into FL Studio 20, file settings, and pressing X under "User data folder". I have tried uninstalling FL Studio 20, although maybe I should try again. none of these have worked.

My second problem is that when I try to put a plugin that I've recently downloaded into the FX slots for my inserts, it doesn't work. I press "FX slot", "Select", "More plugins", and a message pops up saying:

"Cannot create file "C:\Users\owner\Documents\Image-Line\FL Studio\Presets\Plugin database\Installed\Effects\Fruity\Control Surface.fst". The system cannot find the path specified."

This message doesn't look like its from FL Studio 20, but rather my computer instead. I'll attach a video showing both of these messages.
