Right ALT key not functioning in FL

I found a few topics that were similar to this problem, but none of their solutions have applied to my issue.

The right ALT is not functioning for any shortcuts in FL.

I have done a fresh reinstall of FL 20 (uninstalled it completely and installed it with all defaults), and have made sure that my keyboard and language settings are set to US qwerty. When I have the on-screen alt key in FL, a press of either left or right alt lights it up, but right alt does not activate shortcuts.

My keyboard is functioning properly, because I've tested the functionality in multiple other environments, and right alt works as a mirror of left alt in all of them, except for FL.

Right ALT used to work just fine for me, but I'm not sure how long it hasn't been. I just assumed the right alt was assigned to something else in a patch, but it got annoying enough that I searched and found that in fact it should be working.

Any ideas on how to fix this would be greatly appreciated.
