Does VST Wrapper increase plugin of +6db?

Hi,

not sure why, if I take any VST and set its output to 0db (which is really 0db, using other DAW like Live), the output is +6db on FL Studio.
I've "reset" the channel settings gain to 137% +8.2 2.57, which should be "0db".

Not sure about that increment.
Its neither the velocity (I've disabled its mapping within the plugin I've tested).

Why those +6db? Is it VST Wrapper plugin that apply that increment?
