FL Studio UI stuck when scrolling

Whenever I load certain projects the FL UI gets stuck and won't let me scroll in the arrangement window and other places.

I've uploaded a short video here where I show the following:
1. FL working fine with my own default template
2. FL not working after loading specific project
3. FL continuing to be broken even when loading a new project afterwards

I've had this problem before with another project, and randomly one day after reopening it, everything worked again. Now it has happened with a different project and I can't seem to resolve it (tried copying project to different location on disk, rebooting system etc.).

It seemed to start within the last two FL updates.
