They never fixed it.
The priority of zoom mouse cursor in Playlist and Piano Roll has never been fixed.
I already made some posts about it in the beta versions of 21 where they answered me that they are aware of it, that they would soon solve it, but it is still in RC 4.
Please, fix it for stabilizing version 21.
