Enable video preloading causes sync video with song position to not work

As the title says, noticed today that I have to uncheck video preloading in order for sync video with song position to work.
If video preloading is checked the video is frozen on frame 1. If I disable sync with song position while video is preloaded, it will play as normal.

for clarity:
enable preload ON + sync video ON: video frozen on frame 1
enable preload OFF + sync video ON: works (synced playback)
enable preload ON + sync video OFF: works (unsynced playback)

I didn't change anything on my computer or zgame/FL between this time and the last, so unsure what's causing this issue.
I did undergo a windows update however.
I updated FL to the latest version and the issue persisted.
My GPU driver version is the same.
Debug log shows video is preloading to memory fine, no error messages far as I can tell.
