What should I use to raise volume in the master chain?

So, we have different plugins in our master chains like compressors, limiters, etc. Is there a specific plugin I should use to raise the volume? I'm trying to reach a specific RMS level and I can't get it without the track looking slammed on a wave editor like audition or audacity. I attached a pic to show my current song that currently reaches about -10 on the meter but I'm trying to get it to -6 or -7 without looking slammed. So, is there a tool or plugin to fix this?
