Fruity Limiter's compressor: threshold ineffective

I wonder why I'm just noticing this now, after years of using the Fruity Limiter's compressor. The output is a couple decibels over the threshold, even with a 20:1 ratio. What's going on?

The input [pre-compressor] is -6db.
The compressor threshold is set to -15db.
But the compressor output is -13db.

The only thing that gets the output down closer to -15db is setting the Sustain knob below 1ms. Anything above 1ms and the output is back to -13db.

Maybe there's nothing wrong with the plugin, I just need remedial Principles of Compression lessons or something. But I figure the compressor should behave like a hard limiter with that ratio and attack. What am I getting wrong? Advice appreciated.
