FL Studio Windows 11 Underrun Low CPU Usage Disaster

Hey guys,

Im using FL Studio for 15 years now and after I refuse to use Windows 11 as long as I could, I recently switched to Windows 11 due Microsoft support end forcing. I did a complete clean and brand new Windows 11 install, no upgrade.
This is where the nightmare began... im troubleshooting tons of forums like for WEEKS now and found some other producers facing the same problem. Where no real solution where found.

THE PROBLEM: When I play my projects (that ran perfectly fine under Windows 10) I now have crackles, pops showing in buffer underruns, even with only 20% of FL CPU Meter usage.
Buffer size doesnt fix the problem, doesnt matter if its 64 or 1024. That makes sense since the CPU usage is low.
They appear randomly in the track, not at specific heavy loaded areas. Projects that ran perfectly fine under Windows 10, now facing abnormal underruns with no reasonable cause.

I noticed, underruns happen even when FL Studio is in Idle.
The underrun count goes up just when the project is open.

Here are my specs:

- Windows 11 Pro 25H2 x64
- FL Studio 25.2
- AMD Ryzen 7 7800X3D (8 x 5.0GHz)
- 32,0 GB DDR5 6000Mhz
- AMD Radeon 7900 XTX
- 2TB PCIe 4.0 NVMe
- Focusrite Scarlett 2i2 (4th Gen)

All drivers are uptodate since new installation.
I even updated my X670 Bios and latest Focusrite Firmware before Windows 11 Setup.

What I already tried and had NO EFFECT:

- Change Buffer Size, 64 / 1024
- Change Driver from Focusrite ASIO to FL Studio ASIO
- Activate Tripple Buffer, Mix in buffer Switch
- Calibrate Windows Power Management to Maximum
- Disable CPU C-States in BIOS
- Disable Windows Output Settings "Application Exclusive Modes" & Co
- Run FL as Administrator
- Run FL with High Process Priority
- Change Interface USB Slot
- Scanned the entire System-Latency with LatencyMon
- Disable Windows Hardware Accellerated GPU Scheduling + VRR
- Set FL64.exe in Windows Graphics to Maximum-Power
- Reinstall Interface Drivers / Use native Windows Drivers
- Tried different Khz variants
- Interface Factory Reset
- Tried the entire Focurite Support Windows Troubleshoot
- Spending Weeks of reading all kind forums and try other workarounds

Projects that ran perfectly fine under Windows 10, now facing abnormal underruns with no reasonable cause.

Other weird problems appeared since Windows 11:

- FL Studio closes itself without any message when I want to switch to another project (while a project is already open)
- First Kick in a project is muted until it gets played for the first time.

Everything ran fine, with Windows 10, I even didnt changed the USB slots after installing Windows 11, nothing. And this problem appeard out of nowhere.
The rest of the system runs super fast and fine. No sound problems or anything.

I dont know what to do anymore... do I need to produce with stuttering until the rest of my life or... any ideas... somone?
