VST2 or VST3? Question to developers

Hi,

more and more developers are moving to vst3 only (ex U-He) or releasing vst3 only format plugins instead of vst2 and vst3. But some still do, which to choose when installing? are there any downsides if using vst2 plugin and vise versa? if there is no difference why choose vst2 to use inside fl studio over vst3 and vise versa?
