The “Detach all plugins” option in “General Settings” doesn't seem to do anything to plugins that are already in the project i.e. those plugins are not affected by this option. Only newly added plugins reflect that option, but after that, they remain unaffected.
That means that, to make any of the plugins' window accessible (i.e. not hiding somewhere behind other windows), they have to be 'attached' or 'detached' individually.
This is worse than the problem that was present in previous version (i.e. 21.0.3) where an existing, newly open project with "Detach all plugins" set on, would still not detach its plugins. My workaround was to go to "general settings" tab to first uncheck and then re-check the "Detach all plugins" option in any newly open project.
To reiterate:
In the latest 'upgrade' (v. 21.1 build 3713), the "Detach all plugins" option works only for newly opened plugins. Any newly opened plugins do open with "detached" option consistent with the "Detach all plugins" setting in "General" tab of "Settings" dialog box, but changing that option subsequently doesn't affect plugins that are already added to a project.
p.s.
The very fact that GUI architecture of FL Studio necessitates (I assume it does) such an option in FL Studio in its 21-st version, is bizzarre enough to say the least,... let alone the fact that it doesn't even work.
