to get signed as a music producer

What steps would I have to take to get signed as a hip hop producer? I'm only 15, so I don't know too much about the music industry,,, do I just give out mix tapes of my beats and hope for the best? or should I go and make an appointment with some record label dude? I'm not talking about Warner Bros. music or something like that, just a underground label.
