Run dll error

Hi Folks
I have recently installed FL9 on my wiondows 7 pc and have started to get a run dll error when I start up the pc. The error message reads "There was a problem starting C:\PROGRAM~2\IMAGE-~1\FLSTUD~1\OPENCA~1\OCSETU~1.DLL". I have tried removing and reinstalling FL9 but still get the error message. Anybody got any ideas.
