Surface Pro 7 - Piano roll/Playlist drawing issue using pen

Unable to place notes in piano roll or add patterns with pen.
Finger works fine.
Troubleshooting steps taken:
Enable using pen as mouse in some desktop apps enabled/disabled.
Tried GUI optimizations for pen/touch/keyboard.
Tried various pen settings in windows.
I found a similar post:

The same issue with Wacom drawing tablet. Not sure if Microsoft would be as awesome as FL support and Wacom support to help fix the issue.

The problem went away for a little bit (oddly) and came back.
Edit: Erase works fine (the picture is taken from the stated post)
