FL Studio slow and laggy but low CPU usage

I recently upgraded my computer and purchased a Medion gaming computer (MEDION AKOYA P67064 Intel Core i5-10400, 16GB RAM, 1TB SSD, NVIDIA GeForce GTX 1660 Super). It's great and everything is really fast and smooth, however I started my first project on the computer and since progressing on it FL Studio has become really slow and laggy. There are not any audio crackles or glitches, the audio is fine, and CPU usage barely goes over 20 and the project isn't very cluttered, yet whatever I click on or hover my mouse over it takes a second to register. I have no pirated plugins, everything is paid for. Browsing the web is still really fast, and everything else I do on it is fast and smooth. When I open up a blank FL Studio project there is no lag and everything is smooth again, so it seems to be as I've added more to the project it has become slow and laggy, but how can this happen with a powerful computer and barely any CPU usage? (I have already tried changing the buffer length and my computer is on high performance mode).
