Peak Controller analyzes the volume of the input signal but not the polarity, which means that a saw wave (for example) will not actually appear as a saw wave in Peak Controller.
However, you can turn Peak Controller into bipolar control by first running the input signal through a Waveshaper in bipolar mode, and transforming the signal as shown in the screenshot. With the Peak Controller set to the lowest Base value and 100% Volume, you will get a control signal that respects the polarity of the "dry" (pre-Waveshaper) input.
In the screenshot example, I generated a very slow saw wave with Sytrus, and you can see that the Peak Controller is actually capturing it as a bipolar saw wave thanks to the Waveshaper.
