My Pitch and wheel and mod wheel not staying linked

So I had an issue where my pitch wheel wasn't working So I linked it to a plugin, and then I couldn't use it for any other plugin so I deleted that control link and didn't know how to get it back. Once I did It was working fine...kinda, But now when I reopen FL both Pitch and Mod Wheel are linked to the mod wheel or just not working . I tried linking controls but once I closed the project everything resets to the messed up controls. Can someone explain ??
